So in helpdesk.txt do I give my public IP with the port that I forwarded?

Example:

My computer's IP is 192.168.1.3
My Firewall's Public IP is 123.456.78.9

If I open port 1234 on my router and tell it to forward to 192.168.1.3:5500 would I put 123.456.78.9:1234 in helpdesk.txt?

I am new to using VNC and SC. I have read through the guide on how to set up SC but I am still confused. I have a D-Link DFL-300 Firewall and am confused about setting up the port forwarding. I think I have it set up correctly, but how does SC know what port is open on the Firewall? Any help is ...
