I've been searching for days trying to find out how to use SC in safemode that -autoreconnects and found a solution that works like a charm. Tested only on XP so far.
Firstly download BootSafe.
Run the following from the Run command to put the instance in the registry then use BootSafe ...

I have followed your instructions to the letter but the Service will not start
